Sub: Grant of revised rate of Dearness Allowance to the whole time approved and regular teaching and non-teaching employees of DA getting schools (Secondary) and DA getting Anglo Indian Schools (Secondary) in West Bengal with effect from 01.01.2018.
In continuation with this Department’s earlier memo no. 313-SE(P&B)/5B-19/2010 dated the 22nd September 2017, the undersigned is directed by the order of the Governor to say that the Governor has been pleased to declare that all whole time approved and regular teaching and non teaching employees of DA getting schools (Secondary) and DA getting Anglo Indian Schools (Secondary) in West Bengal, who enjoy their pay and allowances as per ROPA 2009, shall draw Dearness Allowance @ 100% with effect from 1st January, 2018 and those who are in the pre-revised scale of pay [ROPA 1998 (pay range up to Rs. 25,400/-per month)] shall draw Dearness Allowance @ 188% with effect from the 1st January, 2018.
2. The Dearness Allowance sanctioned hereinabove shall be rounded off to the nearest rupees in each case.
3. The Governor has further been pleased to direct that this additional installment of Dearness Allowance payable in terms of this order, shall be paid along with the salary, through Banks or in cash, to all the whole time approved and regular teaching and non teaching employees of DA getting schools (Secondary) and DA getting Anglo Indian Schools (Secondary) in West Bengal irrespective of their pay, with effect from 01.01.2018.
4. The charge involved will be debited to the respective appropriate Heads of Account in the current year’s Budget Provision.
5. The employees who are still enjoying the pre-revised scale of pay (ROPA 1998) must be brought under revised scale of pay (ROPA 2009) so as to be considered for further enhancement of Dearness Allowance as may be announced in due course. No additional Dearness Allowance will be sanctioned in future in favour of those employees of D.A. getting/ Anglo Indian Schools, who are still enjoying the pre-revised scale of pay (ROPA 1998).
6. This order issues with the concurrence of the Finance Department Group P2, Govt. of West Bengal vide their U.O. No. Gr. P2/2018-2019/0417 dated 09/08/2018.

Nursing Personnel Age of Retirement Enhanced to 62 years

NOTIFICATION
It has been experienced for some time past that for providing proper health care to the people of the State through the Government Hospitals, Health Centers etc. there is acute shortfall of Nursing Personnel in the State and it is found hardly possible to remove such shortfall in near future through fresh recruitment as the existing Nursing Training Schools of the State having their existing infrastructure will not be able to provide required number of such personnel.
In order to overcome such situation to some extent and considering all aspects of the matter, the Governor is hereby pleased to direct that notwithstanding anything contained in rule 75 of the West Bengal Service Rules, Part-I and the West Bengal Services (Death-cum-Retirement Benefit) Rules, 1971, the age of retirement of all categories of nursing personnel as per the annexed Schedule who are holding regular appointment and are in service on the 1st September, 2018 shall be enhanced from 60 (sixty) years to 62 (sixty two) years, with immediate effect.
The Governor, in this regard, is also pleased to direct that all other rules/orders/notifications regulating terms and conditions of Service of such personnel including the rules regarding Death-cum-Retirement Benefits and the rules regulating voluntary retirement shall remain unaltered except to the above extent.
Necessary amendments in the West Bengal Service Rules, Part-I shall be made in due course.
